Transition 5.0: available funds exhausted, new reservations remained valid

From 7 November 2025, the funds available under the Transition 5.0 Plan were fully allocated, but this did not automatically prevent new reservation notices from being filed. Applications could still be submitted and remained relevant if further funds became available, based on chronological filing order. For businesses with investments already underway, accurate technical and documentary management therefore became essential.

Could new reservation notices still be filed?

The measure did not immediately prevent further reservation notices from being filed. Applications submitted from 7 November until the relevant deadline could still be validly lodged and receive a filing receipt; if additional resources later became available, as a result of the ranking being updated or further funds being allocated, the Italian Energy Services Operator (Gestore dei Servizi Energetici – GSE) would inform businesses according to the chronological order of submission.

What did businesses with ongoing applications need to do?

For businesses with investments already underway or applications in progress, the exhaustion of funds made the proper management of technical and accounting documentation even more important, including ex-ante and ex-post certifications, evidence of interconnection, documentation of eligible costs and compliance with the applicable deadlines.
